  • Brief History of the NCBAL:
  • In the early time of 1980 's, some well meaningful and focus minded Liberians were serving as a group of body to help Central government to collect lawful revenue .
  • In 1985, the Chief Customs Examiner at the Freeport of Monrovia, Mr. Thomas Garlo recommended to those that were in the act of freight forwarding to be capacitated and recognized by the Government of Liberia .
  • In 1986, Mr. Thomas Garlo was elevated to the position of Commissioner of Customs and Excise and saw the importance of a training of professional and qualified persons in doing the work of a broker.
  • In fulfillment of identifying the significance of a trained Broker, Mr. Garlo recommended to Minister Alvin Jones for the first training Section for BROKERS.
  • In 1986, the first training section of Customs Brokers was conducted by the Ministry of Finance and certificated the qualified candidates that were successful through the training, and in 1988 the Ministry also conducted another major training that emanated from the Lessing of those major procedures errors in the clearing processes .
  • Prior to the training of the delivery Clerk, the group was organized and were led by Cllr. Idris Sheriff for at least few years up to the Liberian civil crisis .
  • After the subsiding of the Liberian civil crisis, Cllr. Idris Sheriff could no longer be around to continue the leadership of the establishment. Mr. Y. Weagbah Seeboe assumed the presidency and was heavily interested in the institution been enacted into laws by the National Legislature .
  • In 1992, Mr. Y Weagbah Seeboe, Mr. Kofa D. Washington and several other individuals petition the National Legislature of Liberia to give the Institution legislative and legal status. It was not ,until February of 1994 that the NCBAL was enacted into law by the National Legislature of Liberia as the mother organization for all individuals and Firms that are engaging in Clearing and Forwarding in the Republic of Liberia .
  • Currently, NCBAL is engaged with both local and international stakeholders in interpreting and creating awareness on the Liberian Government Taxes laws, Customs Policies as well as other trade facilitation processes to the Business Community and the Public at large .
  • The NCBL is also a member of the Liberia Chamber of Commerce (LCC), the International Federation of Customs Brokers Association (IFCBA) , the Federation of ECOWAS Licensed Customs Brokers Association (FELCBA) and an Associate Member of the National Customs Brokers & Forwarders Association of America, Inc. (NCBFAA) .
  • Based on the NCBAL pivotal role it plays within the trade facilitation process of Liberia, it has been nominated as a member to both the World Trade Organization Coordinating Secretariat for Liberia and the ECOWAS Technical Working Group on Regional Market Integration in the region.
